State Structure

The state is the Furnovskyland COMMONWEALTH, a constitutional monarchy, with 4 members (Furnovskyland being one) in the Commonwealth, this is not important right now. Currently there is a Government, Senate (both are a mix of legislative and executive) and a court, the Supreme Court. There is no Parliament yet, it will replace the Senate's functions when the Constitution is revised.

Legislative Process

The stages of legislation are the following:

• Organic Law: Creation of an important body or institution, detailed description of its operation.
• Bill: A less important institution or concept, with a smaller operational description.
• Act: Governs a specific, one-off situation.
• Decree: Can only originate from the Emperor or the government, in the form of any of the above types of law, without the need for a vote. However, the Senate can decide to repeal it at any time.

Only an Act can be submitted by any resident, the top two can only be submitted by a person elected to one of the branches of power.

1. The Senate receives the bill, after which the Senator announces a 24-hour discussion period, followed by a (hopefully) 24-hour voting period, which for most laws usually requires a simple majority to pass.
2. If the Senate accepts it, it goes to the Government, where if it is not accepted by a simple majority, it goes back to the Senate for revision or acceptance within a certain time (I don't know how much now, it's in the Constitution).
3. If the Government accepts it, it comes to me to either veto it and it goes back to the Government, or I sign it and it becomes law.

The Senate

The Senate is elected for 3 months, at the end of every season, with a Single Transferable Vote system, the top 3 candidates get in, the 1st place becomes the Senator, the remaining 2 seats are distributed keeping the vote ratios as close as possible. They take office in the first full week of every new season. The Supreme Judge cannot run. The Senate is basically the first "obstacle" a law has to pass through, and they vote on laws about their own operation, those obviously don't go anywhere else, and they vote on the acceptance of the government list. It has 5 members, each of them is an Observer (the Senator too, they are by default the Discord internal affairs) with currently available positions:

• Discord internal affairs (Senator by default)
• Discord foreign affairs
• Minecraft affairs
• Constitutional affairs
• Recruitment affairs (bringing members to the server etc)

The Senator is the one who announces the discussion and voting times (can vote too), records the passed laws in a specific forum channel, officially arranges who will be what Observer (besides their own), appoints a deputy and represents the Senate to the head of state or the government. They can be re-elected for one consecutive term, after that they cannot be elected Senator for 6 months. Observers can comment on a submitted law during the discussion time, vote on them, and cooperate with the ministries closest to them.

The Supreme Court

The Supreme Court decides on matters of Constitutionality, and things like that, you know. Its members are the Prime Minister, the Minister of Justice, the observer responsible for constitutional affairs and a 4th person, chosen by the prime minister from the list of currently existing judges, appointed by me, and accepted by the Senate with a 2/3 majority.
